The Dove Commission is an independent group formed of judges and attorneys with one purpose: to expose the weaknesses of the NYPD. While the group celebrates their findings at a posh New York City bar located in a Manhattan high rise, the head of the commission is shot and killed, launching a massive search that makes every officer listed in the report a suspect.
